Can someone briefly explain to US part requirement law on imported rifles?

I heard some imported rifles need a certain amount of US Parts to be legal. I though I heard that an SKS Rifle needs 3 US parts to be legal. Can someone further explain this? Is this still in effect or some obsolete requirement?
