I am having 2 daughters. One is 5y and other is 2y. They do not listen until scolded? what to do?

I try a lot to tak to them in soft way to make them understand but untill wife or I shout or scold they do not listen to us. We do not want to be agressive with children but when nothing works then one has to shout or scold? Can you suggest the way?
