Older Guys and Younger Girls, your opinion?

I know a guy who is 17 and his gf is 13 i think this is a morbid perversion of his and no normal person who is 17 would like some one who is 13 im 14 and i like a girl who is 13 and i feel a bit guilty about it =.= oh ya and he feels her up in public all the time he is kinda disrespectful he manipulates her to and tells her what to do and don't give me the girls are more mature then guys ist bull **** its not a fact every human is created equally and has there own decisions to make
