Can my sister go to jail for blackmailing me?

my sister has been blackmailing me for a three months because i stole 100 dollars from someone but i only wanted to retaliate because the person stole from me too that worth 100 dollars she has been making me life miserable everyday and i am ****-inn tired of it then i heard that its illegal if it involves money if my mom finds out i stole again she said will take me to jail but can i report my sister to the police because she me as a slave then a brother so i don't care about her anymore so can i take her to the police? I am 14 and shes 16 were both in high school i will give an a good amount of points if someone answer this with sympathy and honesty
